the issue of licences for such exports until the Italian Regulations as to the export of silk have been satisfactorily modified,

(3) The reason given for the removal or limitation of the prohibition of the export of Silk and Silk Waste from Hong Kong would appear to have reference to the trade in Chinese Silk carried on there which might be transferred to Chinese Ports from which there would be free export in the same manner as from Japan.

Without expressing any decided opinion as to whether the prohibition should be maintained (which seems to be mainly a matter for the consideration of the Colonial Office) Lord Emmott desires me to point out that the prohibitions upon the export of Silk from the United Kingdom have been imposed to some extent at all events for military reasons.
